The Government of Chandigarh, vide notification No. ST/(CPI)/2022-23/2503, dated 2nd November, 2022, has revised the minimum wages for all the Scheduled Employments with effect from 1st October, 2022 to 31st March, 2023 as below:

Election holiday

The Government of Haryana, vide notification No. Elec-2022/IR-II/PSCE/Hol/35520, dated 4th November, 2022, has declared 22nd November, 2022 (Tuesday) and 25th November, 2022 (Friday) as holidays for all the eligible employees working in Shops and Commercial Establishments within in the state of Haryana on account of General Election of the Members of Zila Parisads and Pachayat samitis respectively.

All the employees who have the right to vote for the General Election of the Members of Zila Parisads and Pachayat Samitis in the districts namely, Faridabad, Fatehabad, Hisar, and Palwal of Haryana are eligible for these holidays.

Election holiday

The Government of Haryana vide, notification No. Elec-2022/IR-II/PSCE/Hol/34921, dated 28th October, 2022, has declared holiday on 9th November, 2022 and on 12th November, 2022 for all the employees working in Shops and Commercial Establishments within the state of Haryana.

This is applicable to those employees who have the right to vote for the General Election of the members of Zila Parisads and Panchayat Samitis to be held on the said dates for the districts of Ambala, Charkhi Dadri, Gurugram, Karnal, Kurukshetra, Rewari, Rohtak, Sirsa, and Sonipat. Draft Rule on Labour Welfare Fund Rules, 2021

The Government of Haryana, vide notification No. 2/86/1991-2Lab, dated 15th December, 2021, has published its draft notification on Punjab Labour Welfare Fund (Haryana Amendment) Rules, 2021. As per the amendment, in Rule 3, Sub-Rule (1), for the words “Every employer shall pay in cash or by money order or by postal order or by demand draft or cheque drawn on the State Bank of India or any Scheduled Bank duly crossed in favour of the Welfare Commissioner within thirty days of the commencement of these rules”, shall be substituted with “Every employer shall pay, to the Fund both his contribution and the contribution of the employee before the 31st December of every year through online mode in favour of Welfare Commissioner”.

Employment of Local Candidates Act and Related Provision of Other States

The Government of Haryana has published the effective date of The Haryana State Employment of Local Candidates Act, 2020, vide notification No. Lab./25478/2021, dated 6th November, 2021 from 15th January 2022.

However, Gurgaon Industrial Association has filed an appeal and petition with Punjab & Haryana High Court not to effect the same, saying that it is against the spirit of ease of doing business, also it is against constitutional rights of citizen of India and equal opportunity provisions and promoting indirectly division in society.

The Haryana Government, vide notification No. F.W./Election-2021/4280, dated 19th October 2021, has declared 30th October 2021 (Saturday) as a holiday for all the workers working in a factory and enrolled as voter in election of 46-Ellenebad Assembly Constituency, to enable them to cast their vote in the election.

Bye Election Holiday in Haryana

The Government of Haryana, vide notification No. Elec-2021/IR-II/PSCE/ Hol/24369, dated 19th October 2021, has declared 30th October 2021 (Saturday) as holiday for all the Shops and Commercial Establishments falling with in the 46-Ellenabad Assembly Constituency, 2021 (District Sirsa), to enable the employees who are enrolled as voters to vote for bye-election to the legislative assembly.

The Government of Haryana, vide its notification No. 02/11/2021-2Lab, dated 16th September 2021, has published Draft Rules on “Haryana Occupational Safety, Health and Working Conditions Rules, 2021.” This draft Rules will be taken into consideration in the official gazette on or after the expiry of forty-five (45) days from the date of publication of this notification.

Code on Wages Rules

The Haryana Government, vide its notification No. 02/08/2021-2 Lab, dated 16th September 2021, has published its Draft Rules on “Code on Wages (Haryana) Rules, 2021.” This draft Rules will be taken into consideration through the official gazette on or after the expiry of forty-five (45) days from the date of publication of this notification.

Any objections or suggestions may be addressed to Labour Commissioner, Haryana, 30 Bays Building, Sector-17 B, Chandigarh or by email at: codeonwageshry@gmail.com by. The objections and suggestions should be sent in a proforma containing columns:

· Column (i) specifying the name and address of the person/ organization,
· Column (ii) specifying the rule or sub-rule which is proposed to be modified
· Column (iii) specifying the revised rule or sub-rule proposed to be substituted and reasons thereof.

Privaar Pechaan Patra

The State government of Haryana is implementing Privaar Pechaan Patra (PPP) or unique Family ID for workers to avail the benefit schemes provided by the government. Privaar Pechaan Patra (PPP) is an unique ID issued to each family registered in the portal. This can be used by family members to apply for any schemes/services of the state linked to PPP. Any family living in Haryana or having their residential address in Haryana irrespective of their status of domicile is required to generate PPP. They can visit nearest CSC, SARAL Kendra or PPP operator to update their family details.

Auto-renewal for licenses

The Government of Haryana, vide notification No.9439 dated 21st october 2020, has introduced a system of auto-renewal for licenses under:
  1. The Haryana Contract Labour (Regulation & Abolition) Act, 1970
  2. The Haryana Inter-State Migrant Workmen (Regulation of Employment and Condition of Service) Act, 1979

      Furthermore, the notifications states that:
  1. The Auto-renewal is subject to payment of annual renewal fees and duration of such renewed licenses shall be for one year.
  2. Auto renewal of licenses shall be applicable only if there is no change in the desired fields (such as: name of occupier, name & address of
      the establishment etc.)
  3. The prescribed fee for Auto-renewal of licenses shall be deposited through the website of the Labour Department of Haryana,
      at: https://hrylabour.gov.in.
